Ara Ubiorum

The Ara Ubiorum was a Roman sanctuary in the Oppidum Ubiorum (modern Cologne, Germany), erected in the last decade of the 1st century BC and dedicated to the goddess Roma and the Roman emperor [1]. It served as the site of the concilium provinciae (provincial council) for the planned Roman province of Germania Magna [1]. The altar functioned as a central location for Germans conquered by Augustus to demonstrate their loyalty to Rome through offerings [1]. The priests who serviced the altar were drawn from high-ranking Germans, reflecting Roman policy of integrating Germanic elites into the imperial religious and political structure [1].
